李丽娜，博士，研究专员

中国政法大学法学博士、河南大学公共管理硕士

加入国发院之前，李丽娜博士曾任北京绿色与可持续发展研究院高级研究员、中央财经大学应用经济学博士后、American University访问学者

李丽娜博士长期从事公共财政和公共政策研究，为国际金融机构、国际非政府组织、国内各级政府、学术机构提供政策咨询服务。近期代表性研究成果包括：Critical Issues for Fiscal Reform in the People’s Republic of China Volume 2 – Fiscal Transfer and Debt Management（合著）（亚洲开发银行出版社）；“Critical Issues for Fiscal Reform in the People’s Republic of China Volume 1 – Revenue and Expenditure Management”（合著）（亚洲开发银行出版社）等。
